Sealed or electronic bids for the construction of BEL AIR CENTER AND PRO SHOP RE-BID will be
received by the City of Tupelo, Mississippi at City Hall, 71 East Troy St., 1st Floor Purchasing Office, Attn: Traci Dillard, until 2:00 on March 4th and then publicly opened and read aloud at the Tupelo City Council Chambers on 2nd floor.
Bid Documents may be examined at the office of the Architect and are being made available via hard
paper copy (at bidder’s expense) or digital pdf through Plan House Printing and Graphics, 605 West Main Street, Tupelo, MS 38804. Plan holders are required to register via email address and order Bid Documents which are non-refundable at planhouseprinting.com. Questions and inquiries regarding online orders can be directed to Plan House at 662-407-0193. Bid Documents, including Drawings and Specifications, may be examined at the Tupelo City Hall (address above) or at ArchitectureSouth, P.A., 330 West Jefferson Street, Tupelo, Mississippi, 38804. No partial sets of drawings or project manuals will be issued.

This work consists of demolition of 7,134 sq ft building including asbestos abatement. Construct 2 new buildings, Bel Air Center and Pro Shop, along with the work including new parking, sidewalks, and lawns. Bel Air Center is 3,422 sq ft wood frame construction which includes banquet room, art room, pool room, bank of restrooms, and catering kitchen. The Pro Shop is 1,280 sq ft wood frame construction which includes bank of restrooms, Pro Shop, office prep area and recreation room.
Each bid submitted must be marked “Bid for Bel Air Center and Pro Shop Re-bid – # 2021-006BA”. Any
bid in excess of $50,000 must contain on the outside of the envelope the contractor’s current certificate of responsibility number, or if submitted electronically, must be marked in the column CL/CR #. No bid shall be opened or considered unless this number appears on the outside of the envelope, included in the column CL/CR # electronically, or unless a statement is included indicating that the bid enclosed does not exceed $50,000.
A satisfactory Bid Bond executed by the Bidder and an accepted Surety, a certified check, or bank draft
payable to the City of Tupelo, Mississippi, on negotiable U.S. Government Bonds (at par value), shall be submitted with each bid in an amount equal to five percent (5%) of the total bid. In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder
domiciled in a state having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state awards contracts to Mississippi contractors bidding under similar circumstances; and resident contractors actually domiciled in Mississippi, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of
contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident. When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of nonresident contractors. Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material
and/or supply needs.
