INVITATION TO BIDDERS

Separate sealed or electronic bids for the Southwest to Northwest Sub 46kV Pole Change-Out, BID 2021-007WL, will be received by the CITY OF TUPELO until 10:00 A.M., LOCAL TIME ON THURSDAY, THE 1ST DAY OF April, 2021 and then at said office publicly opened and read aloud. Sealed bids will be received until the designated
date and time at TUPELO CITY HALL, 71 EAST TROY STREET, TAX OFFICE, ATTENTION: TRACI DILLARD, TUPELO, MS 38804. Electronic bids will be received until the date and time via electronic online submission through www.tupelomsbids.com.

A pre-bid conference for this project will be held. Attendance is not mandatory. “Instructions to Bidders” contains information concerning pre-bid conference and qualifications of bidders.

The Project generally consists of the following:
Furnish labor, material, and equipment to change-out thirty-seven wood poles with thirty-seven steel poles in the existing 46kV/15kV Transmission/Distribution Line. Transmission conductor is 954 MCM ACSR with 336 MCM ACSR distribution under-build. The transmission line can be deenergized however the distribution line must remain energized.

The Contract Documents, in printed form, may be examined at the CITY OF TUPELO, AT CITY HALL, 71 EAST TROY STREET, TUPELO, MS 38804.
The Contract Documents may also be purchased and downloaded electronically from
www.tupelomsbids.com. Any questions about electronic bidding or purchasing bid documents should direct their questions to PH bidding at (662) 407-0193. Bids will be accepted only under the name of the Bidder to whom contract documents
have been issued, and whose name appears on the official list of Planholders maintained by the City of Tupelo. Each bidder must deposit with this bid, security in the amount, form and subject to the
conditions provided in the Information for Bidders.
No Bidder may withdraw his bid within 45 days after the actual date of the opening thereof. Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Information for Bidders. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout.

Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid. A conditional or qualified Bid will not be accepted. Award will be made to the lowest
responsible, responsive Bidder.

The Owner reserves the right to waive any informality or to reject any or all Bids.
